When you think of something being high quality in the 80s most of the time it's either a movie or OVA (TV anime would often be flat colours). So after the economic bubble burst 80s OVA quality became less economically viable since few people were willing to purchase the videos.

Yes? More budget means more available staff. More staff means less workload per person. Less workload means more time available to animate each scene. More time means grater possible quality control.

Really, the only people who truly, really need to draw well are the director, the background designer and the character designer. The rest of the staff are just stylus monkeys who mechanically draw the states in between the key frames without any thought or creative input.

Or, more likely, hurt. Modern tools make people lazy and dependent on them, and also enable more cost cutting, which hurts the quality. The ultimate example of this is the transition from hand drawing to digital drawing in the 2000's.

I think Tolkien inspired settings are fine.
It's video game mechanics and needlessly turning thins into isekai that I have a problem with.
Mushoku Tensei made the isekai element vital to the plot and made the world immersive.
SAO did have video game mechanics, but that's because it was literally a video game so the setting justified it.
