The werewolves brothers should've been in another village. Usually a first mission kind of arc is in an unfamiliar place helping good strangers being tormented by the villain.
Showing the giant wolf was ok but then they should've moved to the hunters HQ and met other hunters instead of doing an exam arc. Hell, if you really want you can make an antagonist hunter test the like it happens in many other shonen.
One must always remember to keep the pace of the story very fast in the first volume so that readers are hooked for long enough to get attached to the series.
Stalling in the starting village, repeating story beats and then regressing the progress (MC was already hunting werewolves, why does he have to take an exam to do that again?) Are all very bad choices.
