I don't think Shiori necessarily loves Hinako in a romantic way, if only because she doesn't have a concept of romantic love
I personally still think Shiori "loves" Hinako as a object, to a degree. She's moved past wanting her as she existed in her memory as a shining beacon of "the other side", and now wants Hinako to be able to change and grow rather then to be her kid self again, but as evidenced by her reaction to Hinako's family photo, she still doesn't quite respect Hinako's agency or boundaries: She wants Hinako to be as obsessed with her as she is with Hinako
Maybe I'm underestimating the progress Shiori has made at picking up on human emotions and concepts, in fact you could probably argue she always understood them from early on based on some dialog, like even a few chapters after Miko being a Yokai was revealed, she chasitises Hinako behind her back for assuming Yokai wouldn't get lonely, but I think the photo moment is enough to establish that the relationship is still toxic and dysfunctional from Shirori's end, not just because Hinako is still suicidal and from the promise being in place.
Shiori also still seems to be a compulsive liar to a degree, even when there's zero reason to be dishonest or indirect she can't help but put a facade up most moments
