We shouldn't take Rocks's words at face value. Davy Jones wasn't the king of the world, or he was in a very disputed way. Imu was unusually irritated at that claim, but not when talking about the Davy's dream, which presumably involves Imu's death.
Vegapunk's speech indicates it is not entirely clear who was in the right back then. The Ancient Kingdom could have been a conqueror nation that the other kingdoms had to band against. Davy would declare himself "king of the world" but he never finished his campaign.
Also, Davy could be an usurper himself. He may have started out as a pirate who eventually gained enough power to take the throne.

I find it likely that Davy was dethroned first, Imu may have not planned to be king at all. By that time, Joyboy had already set on his journey, the Davy after being dethroned became a pirate. Then Joyboy after being done with his journey returned home, his friends wanted to make him King, he likely didn't want to, but had to face the obligations of protecting Mu/Atlantis from the 20 Kingdoms who likely feared another Davy situation, hence their decision to have nobody sit on the throne.
