Something something family, and she doesn't think people actually care that much about their relatives but are obligated to act that way, which means MAYBE she can learn a lesson about the actual value of a family by choice before she dies.
At some point she stopped giving a shit about other people's opinions as long as it didn't directly put her in danger. So she's fine with the queen hating her as long as she doesn't have an excuse to have her executed, and she cares even less about what people who aren't a threat to her think of her, because she knows there's no way of pleasing the queen and no point in pleasing anyone unless she just personally wants to (and the number of those people other than herself is probably very low or zero right now) and therefore she's usually just doing what she wants to do.

Of course, this could all just be in my head. I've predicted things right before, but I've also been wrong plenty of times. It's just that the times I was right are easier for me to remember right now.

That's something we do really not know at the moment. However, it seems that a "puppet" born through Helem's gift is more like a clone than just a reanimated corpse, the puppet part just being that they are forced to obey Helem's (or anyone else who has the authority over them) commands, even if they wouldn't want to themselves. Even if Helem uses dead matter and mud to create them, the end results seem to be biologically fully human as they breathe, eat, bleed and are otherwise indistinguishable from any ordinary human.

Sounds about right. An arc or two to serve as a breather, expand the world and set up the next antagonists, then back to resolving the problem she poses. I disagree that she won't get her comeuppance in the same arc as Amber getting dealt with though. Her role as the #1 enemy ends with that, and if she stays on the chessboard afterwards it'll be a different game.
At most I can see her turn up at the tail end of an arc and reveal Amber to an exhausted Julian, which leads into the next arc. But I wouldn't count that as two different Helem arcs.
