If Shampoo is so loved and brings in an audience, why wasn't there a ton of Shampoo filler?

Fact: When the original manga was running, Shampoo began to appear less and less in later volumes (probably because not even her creator likes her) and there was no indication that the editors intervened to pressure Takahashi to keep writing stories involving the supposedly "most popular character"

Akane wasn't interesting to write, and needed something more as the series went on that she never got. Maybe because the anime got cancelled, and Takahashi needed to wrap it up, while saving ideas for Inuyasha.
