It's not about power (theoretically, I'm not saying it's working as intended), it's about how multiple people collaborating and having different points of view can create a society fairer to different people, rather than a megalomaniac who wants to enforce his sole vision.

It's impossible for everyone to agree, we can try and reach a solution more people agree with, rather than just "I'm right everyone else is wrong".

The basic dignity of humans beings with a will, Madara denies it, treating everyone else like object on wich to impose his will, at that point there is no value in them being alive beyond what Madara attributes to them.

Becaise that was his way of telling himself he was right, if he ever cared for others he would have considered their desires, he would have asked them what they wanted, rather than imposing himself on them.

I thought that was Madara's plan, anyway I think that it was both to collect eyes and, on the spot, Obito decided to use it to force Itachi to become a missing-nin, to push him towards akatsuki.
