Everyone is already leaving, so something happens that ends up killing a bunch of them. Maybe Garling and the Jobber Knights do a sweep, but Imu's words while possessing Saturn imply that he's going to bring destruction to the island beyond the damage that's already been caused by the fighting (Buster Call, Uranus, etc). I also think that Roger and Garp won't be able to completely kill Rocks, and with the island getting wiped off the map his corpse won't be around for anyone to verify his death with.

Therefore someone with Haki will always be increased with a DF power
A guy has an earthquake power? Add haki to it, that means your haki now covers a much wider range. Also there are things an earthquake does that haki cannot, such as causing an earthquake.

A guy has a rubber power? Add haki to it, now he's rubbery and has haki in addition to it. Haki gives more power, the DF gives more versatility. A good demonstration of the optimal way to look at haki+DF is Katakuri, a guy who perfectly blended both abilities.
