You can buy settings and bare or cut stones at wholesale prices. Then find a local jeweler that is willing to set the stone into the setting you've picked out and ordered from that catalog.
I got my wife a palladium setting, a stone, and some accent stones and then got it all set for under $900 total. No way to tell it apart from one you'd buy in a jewelry store for $5k.
These are items that have little or no resale value regardless, so there's no point in paying retail.
