Citizens aren't responsible for the use of force anymore - we abrogated that responsibility to the State and its institutions in most countries, even third world ones.
Granted, a citizen can still decide to use force, but it won't accomplish much and it won't change anything. Someone might be dead at the end but the institution they work for will just get another interchangable person. The system isn't going to change its stance just because you used force, either, so ultimately it accomplishes very little.
Value is really just shorthand for the dynamic between people who have more and people who have less. You could call it 'value' or you could call it whatever else you wanted, really. Its just meant to illustrate that some people are worth more than others.
