You just go to the bank and ask for a personal loan. They may just give it to you or want collateral.

Look at it from the perspective of the lender first. Of course they're not going to lens you money if you have no income or collateral. Even if they did give it to you, you would juat become a debt slave if you don't declare bankruptcy - which is not an exactly easy or swift thing to so. Also, it isnt like they cant get you just because you're in the Philippines. It's their job to get people to pay up. Just get a job like everyone else.
