Viruses aren't living, so there isn't really anything to kill like there is for bacteria until they get activated by contact with a living cell.

Furthermore, they're recombinant in the sense that they basically encode part of themselves into the DNA of the host such that it's semi-permanently embedded there.

Viruses are therefore tough because these mean they're closer to "genetic fire" than something you could eg shoot with a hunting rifle:
