Absolutely not. Ask to talk to the hiring manager, aka your future boss (I assume?), and use it to practice or demonstrate your ability at professionally critiquing their work and policies and procedures. Given that they're utterly incompetent it should be pretty easy to lay out a "annual review style" of their performance. Be as inhumanly professional and polite as possible and treat it as an exercise in learning patience, yet roast them alive like you're a dragon. This kind of thing can be fun.
Just because HR is utterly incompetent doesn't mean your boss is magically also incompetent, maybe its overall a well run company. Or maybe not.
HR probably doesn't give a fuck about candidates thinking they're incompetent and unprofessional, but the hiring manager roasting them might work. Also you might discover your hiring manager is worth working for (or should be avoided at all costs).
Interviews go both ways; HR has demonstrated they are incompetent, which is a severe red flag.
