Is commission based work a decent first job for someone with no work experience?
I applied for a position at a moving company as an independent relocation specialist, and now all I have to do is go through a 9 hours of training, pass an exam and pay a fee to use their application to work. I don't plan on doing this forever and I want to get a second job that's more stable, but I kind of need the money right now because I'm broke. Any tips or tricks to get more customers because I don't know much about sales.

It's gonna be really hard. Just being honest. It's going to be very, very hard, and you having to pay a fee to work is a sign of a horrible company culture.

Ask questions.

is the nine hour training paid? how much are they charging for the application? if this is level one for your sales career i am not going to knock it, gotta start somewhere, but i would be suspicious that they are primarily trying to sell you an app not give you a job

No paid training, but it's free, and the application is $59 CAD. There's gonna be few live conferences this month and in the next month, so I can ask question there or by sending an email to someone in the company.

Would you say 10% of every sale is good ? Like if the move will cost $1800, then I will get $180? It's probably not good, but it's better than nothing.
