How are Forum websites made?

Sites like lookmaxxing.org and paranormalis all have the same layout, is there like a template you can use? Also how would you go about hosting one?

Why would you want to? Forums are the websites of the olden times. Today much of it is on reddit, for most niches.

Welcome to 4chan, and many others that don't have such censors. Honestly if you are still in that mind space, go ask chatgpt, it can give you the steps and what you must learn to do. To host a website you're going to need to pay. Unless you're really steadfast to your idea, do it, otherwise just find some niche forum with not a dead userbase.
