How am I able to tell if a roofing company is legit beyond just google reviews? I got a company quoting me 14k for a full tear off and replacement which is really steep and another gave me a 9800 dollar estimate but didn't mention anything like replacing the flashing or drip edge. i cant get an insurance claim on the unit because of "age related wear" though the leaking is clearly caused by storm damage and they refuse to let me get it inspected a second time. I dont wanna go too out of pocket because my wallet is steep right now but I'm also trying not to get fucked over. Any anons with more experience than me, wtf do I do in this situation?

Go down to city hall and ask about them. Better, yet ask about previous project they've done and pull permits on those. You should be able to compare the two companies that way.

Finding a local company that will be there next year is important, especially if you're not going through insurance. That said roofing needs a permit and you don't pay until the inspection is done and the permit closed. Not getting a permit will fuck you worse than a bad roof.

Make sure there is a permit and ask about the flashing and drip edge, and if they say it's included make sure it's in the paperwork you sign - If they're doing it they won't mind, if they aren't then don't sign anything.

You can also get a third and fourth quote.

What's your square footage?
I have an old 800 sq foot cobbled together cuckshed that needed an entire roof replacement, as in new boards nailed down and all, and it cost me 12k all in all. Needed some special material in places where the roof was too flat as well.

I did my own roof 15 years ago and I am not construction handy at all. I hired a couple people to help.
You literally just nail the shingles in a straight line.
If I'm going to waste that much money on a roof the least I would do is buy metal so that I didn't have to mess with it for the rest of my life.
And yes 15 years later hasnt leaked a drop. It is a steep pitch. Every few years I might have a shingle slide because the shingle slips the nails and I climb up nail it back in place and tar it.
