As someone who unironically believes that public nudity should not only be legalized but also normalized I can confidently say that society is farrrr away from viewing such clothing as normal.

A mini-dress is designed by nature to be sexually highlighting to specific areas of the body, which themselves are already sexualized. It will take decades (if not generations) before casually wearing something like that in most environments will not result in "problem". I know that there are some countries and cities etc where wearing something like that may not only be acceptable but even expected, however unless you live in one of those areas expect to continue to get looks.

Essentially: Move or deal with it.

It almost can't be avoided, and I hate it because I actually want to wear a lot of shit I can't wear around here, because the men out here are creeps with no impulse control. Instead of controlling themselves, they just blame women for how they dress, but it's not theie fault that the men are being fucking creeps.

Side note: it helps to have a cardigan or jacket on you. Thick or thin depending on the weather to avoid overheating or being too cold ofc. If weirdies try to fuck with you, just keep walking and act like they don't exist. Just shit on their fragile egos effortlessly like moving past NPCs with word bubbles popping up in a game.
Be sure to at least carry a gun, pepper spray, and/or a taser in case they're shit at taking hints.
I'm saying this as someone who is less than mid. Creeps are just opportunists that see meat and nothing else. I hate people. :^)

The fact you wear a mini dress in public means you signal that you want attention.
You can't avoid unwanted attention, but you can do is change the pool of the attention.
So go to gated outings with men that you want to get their attention.

I carry pepper spray on me incase a stranger thinks that’s an invitation to touch me. Wear a fake wedding ring. Don’t travel alone and keep your phone and/or an airtag on you. Also be polite but firm if someone is making you uncomfortable or you are not interested. “Hey I really appreciate the complement or I am really flattered that you’re interested but (I have a boyfriend, I’m not looking to date right now, my life is too busy, etc.). If they push that boundary, calmly tell them you’re firm on your answer and you would like to go about your day. If they don’t respect that then let the store employee, bus driver, parking attendant etc. know that this person is harassing you and you need assistance in getting to your destination. Grocery store employees have walked me to my car multiple times when a man would not leave me alone while I was shopping. If you are being harassed in a public area, there is no shame in asking a bystander for help by saying something like “hey can I sit, stand, wait etc. with you until this guy leaves? He won’t leave me alone and is making me really uncomfortable.” If the person becomes violent then definitely call the police and use pepper spray if they attack you. To the people justifying sexual harassment in the comments, it’s really weird to think that a complete stranger wants you or owes you their attention because of the way they dress. When I see men with their shirts off in public, my first thought has never been “oh, he’s out with no shirt on because he wants me, a person he’s never met in his life, to come hit on him.” Seek help.
