Tailing Techniques

I got an idea for a fun hobby outside.
I pick a random person on the street and follow them around like I'm a private investigator or something. I try to stay undetected and see how long it takes for me to be noticed/until I lose them.
What are some techniques to stay undetected and not lose sight of them?
And this isn't actually illegal, right?
