Really simple. Talk to her a bit in the morning with not a lot of people around and ask her if she wants to get lunch. if she says yes she's interested. if she says no she's not interested and you shouldn't pursue it. if she says maybe another time she's just debating and you have to show her you're cool somehow before she wants to.

I don't know. I am in the same position as OP, and invited a coworker out to lunch and she accepted. She wants to go out more with me but I can't help but feel I am just a work boyfriend.

after a few weeks of lunch you have to move it to dinner somehow so you can get drinking involved. tell her you have a busy day and cant do lunch but can get a bite after work. then take her to a decent restaurant, casually order a drink, and ask her if she wants anything. get her as drunk as possible and at least kiss her at the end of the night. if she doesn't drink still order one beer but thats it.
