how did you grow your spine?

repeatedly putting myself in situations where i knew at least a couple people would be on my side, and would want me to make a stand about something small, so i didn't feel totally alone when i did speak about what i believed in. over time with more successes like that it naturally grows

they did. even if they couldn't speak in the moment, knowing they appreciated it later still helped me grow

I've never been in a situation where I was absolutely sure someone else would be on my side. Hell the story of my life is me saying something, the other person pointing out "well did you consider X and Y?" and I hadn't thought about that at all, and it completely recontextualized the situation. So now every time I have strong feelings about something I just assume that I'm wrong and keep my mouth shut and repress it all.

Learn to make eye contact and at least be dangerous enough to be a deterrent. Also you live in a society. For most people only rules and law matter.
