All Pelicans, as well as all others in the taxonomic order Pelecaniformes (Cormorants, Anhingas, Gannets, Boobys, Frigatebirds and Tropicbirds) have totipalmate feet, that is, with webbing between all four toes.
No other Birds outside this order have that feature.

Actually all of those birds you listed have been moved to Suliformes or Phaethontidae. Pelicaniformes is now just Pelicans, Ibises/Spoonbills, Hamerkop, Herons, and the Shoebill.
