Hippo doesn't have armored hide. It's tough and leathery, but not nearly as armor-like as a rhino's.
But it is very fat-packed and cuts won't bother the hippo as much as some other animals. Though it is comparable to the blubbery meat of a walrus, and sometimes a grown walrus can fight off a polar bear. The hippo is a nightmare for a polar bear, it's like if the walrus was more mobile and had four tusks that can apply hundreds of times more stabbing pressure sinc eit's a bite, rather than just a thrust.

It's because it's not worth the risk. Animals don't get a second chance and even if they do win a fight they can still die from the injuries. This is why bears avoid moose. It's more nuanced than what you are claiming here, they they are certain that they will get mangled. That's not true. A bear could probably take on a moose, with probably being the keyword here. They avoid fights because they don't like probably.

Predators usually take on larger animals by out maneuvering them, look at how Lions hunt Buffalo, they always try to position themselves where the other animal can't retaliate and target their weak points. It's not a situation where the predators just overpowers them head on, in those cases the Buffalo would just break their bones and kill them once they are crippled.
And a Bear will get its ass torn from a bull moose if it tries to fight it head on for the same reason. If it fights smarter or targets a more vulnerable individual its chances of winning increase substantially.

It was at this point I realized that powerscaling animals by weight is retarded. Yes, weight is a good indicator since by default larger animals will dominate over smaller ones as taking an uphill battle isn't imperative to the latter's survival. But if you put actual stakes on the line like food or offspring, the answer isn't as clear-cut as it seems.

Considering the Apex of both species, the Hippo would win.
The weight alone would be a difficult wall for the Bear, the avarage is around 450kg for the bear, with the heaviest registered being 1 Ton, meanwhile the Hippo on avarage weight 1.5 Ton, with the heaviest registered that weighted above 2 Ton and the heaviest known (but unconfirmed) was one that weighted above 3 Ton.
Then it comes the skin, 6cm thick for the hippo, the avarage lenght for bear claw is 7,5cm with some that measured even 10cm, it would make some damage since they don't have a fat layer, but nothing that would be really fatal (they fight against crocodile which have nearly 13cm long teeth), the bear teeth do not matter, they are 4-5cm long, they would scar the skin but not penetrate it. On the opposite side you have the Hippo canine and incisors which can be nearly 50cm long, even tho the Bear have quite the "armor" (5cm very dense coat, 10cm thick skin, up to 12cm thick fat layer), they would make some nasty damage, creating hole in it without much effort.
For last there is the Hippo mounth, they have a very large mounth which can embrace the whole polar bear head, the strenght (up to 2000 PSI) would be able to crush most of their bones or make some major crack in their skull.

Speaking of pinnipeds and polar bears, it used to be a trend to embellish polar bear rugs/ skeletons/ other trophies with large sea lion (usually Steller) skulls because they looked larger and more intimidating to casual observers than a natural polar bear skull.
