Imagine a civilization that depends heavily on working animals (e.g. draft animals) but has enough industrialization / automation to create factory farms. Would it be able to produce a factory farm to mass-produce working animals, or would being raised in a factory farm render them too untrained, socially stunted and mentally retarded to be useful workers?

You could use VR goggles to train them. Training them is the big setback. A work animal has instincts that allow it to work well, but you need to train them to actually work.
