My man, you do know there are different kinds of water? Depending on your water source you might be giving him "heavy" or "light" water depending on the composition of minerals or calcium that the water absorbs from the origin point. Metal content is an important factor too.

We gave you a possible solution in trying different water sources (tap, filtered, bottled etc.), why are you rejecting it for no reason? What will you lose by trying? Maybe his decrepit doggy brain is telling him only certain water is drinkable for some reason.
Is your tap water chlorinated?
If the water smells weird some animals won't touch it, and cats prefer running water.
I had a cat that figured out how to open the bathroom tap, we had to buy a completely different style so the well didn't run dry.
