I think it's staged and they're being trained to display human dominance and submission, also likely abused.
This dog pound has a youtube channel and all the videos are about this alpha dog, and the dogs seems to get in fights a lot despite this established hierachy. The alpha also seems to have been taught tricks like hopping on top of another dog so viewers can tell he's the boss.
