The dogs aren't the real problem.
Between 1990 and 2010 India wiped out 99% of its vulture population because they were giving painkillers to elderly cows. Vultures would eat rotting meat and poo it out away from population centres which kept things relatively clean, but the medicated cow carcasses were toxic and killed them. Even when shown the connection Indians kept giving cows painkillers and kept leaving them to rot in the open until nearly every vulture was dead. Hardier scavengers came to fill their niche which is why India is absolutely covered by rats and dogs. If they remove the dogs they'll have an explosion of rats or a surfeit of rot.
The solution isn't to wipe them out (creating a new niche), the solution is to clean the fuck up. Stop leaving trash out for them to eat, stop leaving cows out to rot on the roadside and clean the corpses out of your damn rivers. This is a filth problem. If it's not solved you'll just get new infestations.

protip: its not because they're strays, it's because of their genetics. take the high ranking dogs out of aggressive packs and watch as they become docile. place those high ranking dogs in homes and watch as they attack children and other dogs.
