how can we save the rabbits?

A bizarre virus is turning rabbits in the U.S. into grotesque, horned creatures with black, tentacle-like growths β€” and sightings are rising fast.

Known as the cottontail papilloma virus (CRPV) or Shope papilloma virus, it causes tumors to develop on or near the rabbits’ heads.

There is far, FAR worse things than CRPV.
In my country we really struggle with Myxoma and you can find fields just filled with milky eye rabbit corpses. The worst part? There is no cure. So if a rabbit population is merely suspected to have Myxoma it is immediately quarantined and destroyed. The prognosis of any rabbit that contracts it is 2 weeks before death.

They're keratinous, like hair and nails, so they decompose more slowly. If dried out before full decomposition and kept generally dry thereafter, they could probably avoid decomposition almost indefinitely (like a well cared-for woolen sweater) but I don't know for sure on this second point and it's only a guess. Short answer: yes, they decompose, but more slowly.
That said, no, they wouldn't make for "some gnarly mantelpiece skulls" because the growths are barely beyond skin deep and unattached to the bone beneath. Skulls of afflicted rabbits would likely appear normal to most people with small evidence of lesions having been there (if at all), otherwise, they'd be sold in every gift shop and occultist's store as a curiosity.
