work smarter not harder, boomers and gen x are notorious for thinking that physical exercise "tires" out a dog. Mental exercise takes some work for them to learn but boomers and gen x are too brain damage from lead to have the patience for it.

The dog breed you posted is known for having holes in their skull due to overbreeding. So yes dumb dog breeds are low drive and would require less mental stimulation than a normal dog.
