Cats don't do as much damage. If a little chihuahua bit someone it's not gonna get put down either. It's small and not a major threat if it gets out of control. A larger dog breed can and will do damage. Some were purpose bred for that. And when those show a proclivity to human aggression it may do so again and becomes a threat to a lot of people. A police or guard dog doing its job isn't getting put down either. They do that in cases where the aggression isn't well controlled and/or unprovoked.

Unlike a dog, a cat isn't all that dangerous. Their bites won't maul your flesh. Their scraps are not any worse than a briar scratch. Unless they get you on the eye, it's not serious. A violent cat is not a threat to your life or to your body's function for the most part. If a cat is violent, all you have to do is not let it near you when it has a chance to scratch your face, like when you are sitting down. A violent dog can kill you or disable you for life, there is a big difference. Unless it's a tiny breed. Then they get the same privilege a cat does
