Orcas are definitely eating people off those boats but they don't care that they're migrants, they care that the boats footprint doesn't match any vessel they know to be dangerous, have a lot of people on board, and they're small enough for an orca to tip over, similar to a stray chunk of ice that seals take refuge on.

The only other places small boats packed with people regularly sail are resident orca territories, and residents don't eat mammals.
