Sounds like some of those states have already come up with a solution. As far as I know you can basically just say your dog is a service dog and you don't actually need any kind of proof, they probably need some kind of registry or something where if it's a real service dog you'll get an ID card or something simple like that. Probably easy to fake but will deter most people.

There's a guy who goes to the same gym as me, lost three of his limbs in the military. His service dog is the smartest, kindest animal I've ever met. It'll roll dumbells over to him when told, immediately comes to him and sits patiently by him while he works out, completely obedient and chill. the answer is very easy. anyone with a service animal is asked "what specific service is the animal trained to provide on your behalf?". this is the ADA requirement and is allowed to be asked. if you can't answer, or answer with a vague concept, its not a legally compliant service animal.
the root problem is businesses don't give a shit about anything but making money and so will happily let people take their stupid fucking "emotional support animals" to piss and shit all over the store as long as the business gets paid
