Abusers start out with cats because they're everywhere and easily acquired without a paper trail (or even leaving the house - just set food out)

If everyone kept their cat inside, and everyone acknowledged that feral colonies are a bad idea, and cats can't perform anything resembling a pest control job unless they're confined to the same small area (ie: building) where there's nothing to eat but pests, abusers simply wouldn't have access to them.

Nothing can be done about russkis and chinkoids as individuals. There is an unlimited supply of subhumans over there. But there is something to be done about them having access to cats in the first place.

Keep cats inside. No exceptions. They're dumber than chihuahuas and don't even care. Every cat I've owned has been wild caught and then converted into an indoor cat. They might complain a bit because cats always want to patrol established territory, but there are ways to help them move on. Give them a spider plant to chew on and lots of catnip.
