Have life vests in at risk areas. Waterproof pouches for phones. Solar charger. Phone used to locate people as they float and sleep comfortably. Entertain them.

Life jacket/vest could be made fashoinable and rely on inflation, so doesn't inhibit movement uninflated. Self inflating. Get people to wearnthem and organise fun acrivities to ascociate them and flood with the life vest. Glad to put one on. Have mock floods where people are picked up. Let people prioritisentheirnown rescue. Eg asked ifnthey need help, or input their need level ofbhelp into phone.

Make an amusemwnt attracrion for a particular area prone to floods. People can gonthere to experience a disaster and response from both sides. Help make an area that withstands or rebuilds after disaster like it's normal.
