You don't believe procedure is necessary, but checks and balances are fundamentally enforced by rules and procedure. The parliamentarian isn't even one of those procedures. She's there to make sure the Senate abides by it's own rules, because without a set of guidelines, everything would devolve into Chaos, if not outright anarchy.

If we allow lawmakers to make up their own procedures and just do what they want, you end up with chaos, as the entire basis of a system based on parties is one where the majority parties hold enough power, while the minority parties keep them in check through procedural lawmaking.
