Classic Doctor Who is pretty solid up through the fourth Doctor, if you don't mind some campiness/production technology limitations. After the fourth Doctor it kind of dips & plateaus. There are still some good episodes and good performances to be sure, but the writing and directing for many episodes was just abysmal. The fifth Doctor was a total hack of an actor, the sixth was better but episode quality was declining, and the seventh & final Doctor of the original run was good at the role but he couldn't save the show.
New Doctor Who is solid from Christopher Ecclestone through David Tennant, with Tennant being one of the best Doctors ever and the writing being amazing, but then Matt Smith became the Doctor and he's absolutely fucking unbearable, and the writing started to go to shit. Peter Capaldi then replaced Smith and did a phenomenal job at the role and there are some really great episodes.
Then Disney came into the franchise and it absolutely shit itself. Absolutely unwatchable after Capaldi.

I have such good memories of like every episode with the Ninth Doctor. The reboot was well worth it for a while, peak writing and the best ever execution of the Daleks if you ask me. Made them actually threatening and cool.

I might have the wrong opinion, but I enjoyed all of these new docs, except the woman, that was just so boring. The latest doctor who has some very repetitive elements unfortunately.
I got the chance to watch a lot of the boomer doctor whos, too. I was amazed at how awesome and sci-fi their episodes already get. I hear there's a lot of filler here and there, but otherwise I can recommend giving older doctor who a watch, as well.

The Girl in the Fireplace was peak reboot writing for me.
The Daleks started off strong in the reboot but kinda got mishandled later on.
Classic had some great Dalek episodes, then slumped, then Remembrance of the Daleks tried really hard to make up for it.

I somehow completely repressed the Academy of The Question plotline until very recently which is a real shame because when I remembered it I found that it was one of the coolest pseudo-political sci-fi concepts ever. Silence must fall when the question is asked.
Everything kinda got mishandled later on man, lol... I don't honestly remember much from DW but I definitely remember loads of the silly/scary dalek moments... And like I said, cool stuff like when they mogged the Cybermen. "THIS IS NOT WAR, THIS IS PEST CONTROL!!!"
I've been putting off getting back into DW for a while but when I pull a 4tb drive for my Jellyfin server I'll plant everything from Eccleston to Smith in there as a start!!
