Classic Doctor Who is pretty solid up through the fourth Doctor, if you don't mind some campiness/production technology limitations. After the fourth Doctor it kind of dips & plateaus. There are still some good episodes and good performances to be sure, but the writing and directing for many episodes was just abysmal. The fifth Doctor was a total hack of an actor, the sixth was better but episode quality was declining, and the seventh & final Doctor of the original run was good at the role but he couldn't save the show.
New Doctor Who is solid from Christopher Ecclestone through David Tennant, with Tennant being one of the best Doctors ever and the writing being amazing, but then Matt Smith became the Doctor and he's absolutely fucking unbearable, and the writing started to go to shit. Peter Capaldi then replaced Smith and did a phenomenal job at the role and there are some really great episodes.
Then Disney came into the franchise and it absolutely shit itself. Absolutely unwatchable after Capaldi.
