The first instinct is to just wipe it out by deleting threads. People will get mad and start spamming the board even harder. So then you start banning, then they get proxies; it becomes a whole thing.
It's been proven for sometime that the concept of a containment board does not work. Frequenters of said board will wander into other boards they like and naturally through insane autism, share their interests from said containment board.
Containment boards being deleterious aside, they are an inappropriate solution to the original question of what to do with a certain recognizable verity of threads. The OPs of these threads post on a particular board because they like posting those threads on that board. I'm using 'like' in a very loose sense, but there is a reason why they spam the board they spam.

What if you kept them on the board and allowed the posting of such threads to continue on that same board?
Not new containment board, but a containment 'section' of the board. Almost acting as a second catalog that those threads can either be willingly posted or moved later by mods. This containment catalog typically should not be larger than the average amount of the undesirable threads. Ideally a max limit of 10 threads. But of course, this is not a strict guideline.

It's not in the rules. There's a mod that gets butthurt at "pedoshit" to the point of giving custom bans with random lengths (the most common length is 30 days, but sometimes it's 3 months or even never). Granted, 4chan has multiple malicious pedos that actively seek to damage the site, but giving them exclusive bans instead of using one of the many generic messages that they have for things mods don't like (off-topic, low quality, spam, or even illegal content for posts with pics of kids) is beyond retarded and just gives shitposters reasons to double down on their shit (like the fag that was spamming CP on /v/ to bring the attention of britbong authorities).
