The number it's worth in USD, and the ability to exchange it for that isn't the point. The point is value. USD is just how most of us in the US quantify bitcoin's value. That's our go-to unit of account. The point is it's accounting for value.
As of now, bitcoin isn't a good unit of account because it's still volatile. The purpose is to store value and when you need to, you exchange it for whatever currency you like to make purchases. There's no point in "cashing out" on a deflationary asset. You just do it as you need to.
