$15 an hour in legal wages is $10 take home. If he is not being paid under the table the stew beef would cost an hour and a half to pay for for less than 3 meals. If he's doing manual labor it's probably closer to 2 meals. If he has to support his wife and 10 children it would be a week's wage to feed them off that beef.
The real question is why a poor man is shopping at Publix to begin with.

Child rearing, the cost of sending a child to daycare is literally unsustainable if both parents make less than 100k combined. My brother's daycare he sends my nephew to costs about $1000 a month. For 10 hours of supervison and some lunch.
Sure you can find someone to watch your kids while you're at work but then you end up having your child in a shitty home with shit smeared on the walls and your kid comes home with a rash that might be an STD.

If you don't have a good day care you end up like my coworker, her granddaughter had a blow out and the bitch watching her just let her sit in her shit soaked diaper for hours. The parents are lucky the kid didn't develop sepsis and die. No legal grounds because she wasn't a licensed business but it was affordable!

First of all, stop shopping at Publix if you're not willing to pay for conveniences like someone chopping up a simple lean roast with your own knife and cutting board. Personally, I like chuck roast (when on sale) for making a nice stew-like dish. Will I pay $38 for a large roast, nope, but I'll get it when it's $17 for 3lbs.

I suggest that Save-a-Lot, BJs and Costco, Aldi, and Winn-Dixie which is the "beef people" with have the best prices on large roasts or meat in bulk, will have better dollars per pound. Aldi for chicken, BIs for whole pork loins.
Families and the working poor will understand that you never shop at 1 store only. You'll have a house, a garage, a chest freezer, and you'll buy in bulk because you have the space to buy your paper goods in bulk. You'll get your milk from CVS, where it is a loss leader prices, your boxed pastas when it is only on BOGO, where you'll stock up, and fresh produce from costco in quantity, or aldi for being a small size.

Also, broke OP, this is not beef sales this week. We're coming up on 4th of July....look for good sales on BBQ staples like spare ribs. It's pork season. At Christmas, Publix will have the cheapest price all year on prime rib roasts. I'll buy 2 of the 3-rib roasts just for the freezer.
