I don't understand why it's a percentage to begin with. If that $700 bill was because there were 40 people eating reasonably-priced meals that all required handling and attention, it would warrant a much larger tip than if it were 4 people eating stupidly overpriced meals because of the work required. How the customers "chilling for hours" required more effort on the part of the waitress is beyond me. I guess the only real way to make it work would be if restaurants paid appropriate wages, and built the cost into their prices, and if people had the balls to complain about poor service if it was anything less than great.
