What exactly is a food recall, and why do they seem to happen so frequently in the U.S.? I feel like I’ve never seen anything like that where I live. Is it an issue with factory standards or something else?

It's when a company voluntarily recalls a product after discovering some defect or taint in a batch or whatever. The government cannot force these, and only has the ability to inform the public about them. They happen a lot because instead of having actual inspections of facilities by regulatory authorities, the companies just have someone on staff who took a weekend course to become qualified as their on-site "FDA inspector"

They have to be present during all operations. You can't run the plant without them. Sometimes recalls are due to allergen cross contamination. One peanut found in the wrong section or even outside packaging on a pallet of stuff without peanuts declared is cause for alarm, and they try to trace back how long they need to pull pallets or recall food.
A big thing in produce is listeria or salmonella which comes from the manure used to fertilize it. It's unfortunate, but sometimes harvests don't work the way you planned.
Europoors act like this doesn't happen there, but it does. The USA is just more proactive from a corporate standpoint to fix it. Europe waits until their taxes go up by 3% because sick people keep using the "free" healthcare.

And to add, a lot of times when you hear about some "MASSIVE MEAT RECALL" that maybe a few tons, that's literally less than an hour's worth of meat from a single line in a facility that might have 10 lines running, or more. People have no idea how much meat gets processed in one shift at one facility per day.

The US has a lot of recalls because they have a lot of rules based on protecting it's own retarded citizens from themselves. Most recalled foods are completely benign for anyone with a functioning brain.

It's really not. The amount of money I see go in to the facilities that process our food is pretty impressive. At least in my state. The south is a shit hole that realistically should have earned its independence and I wouldn't be shocked if 90% of the recalls come from there and mexico

You ever watch Fight Club? A food recall is what happens when the estimated payout from a lawsuit related to contamination with insects and/or human feces outweighs the cost of the recall.

But sometimes, corporate makes a mistake. For example, Boar's Head. The accumulated weight of human feces per ton of meat product was more than the FDA could ignore (14%). Therefore, a recall was not enough, and the FDA was forced to fine Boar's Head $65.00 (SIXTY FIVE AMERICAN DOLLARS) for this gross transgression over the course of five years. But rest assured, American taxpayer, justice has been done.
