The easy guess is that US regulations and labor costs make fishing more expensive, plus the natural realities of how many fish are available in which oceans at any given time. You can chalk a lot of things up to stylistic choice but palm-side finger length is more of a basic proportion thing and I don't see how distorting it there would add to the picture instead of taking away from it. The gesture of the hand there wants to be flat and boxy like a stop sign in service of visually saying "no" or "stop that" and the fingers drawn like that take away from that instead of adding to it. It draws the eyes upwards to negative space instead of communicating to halt or draw the eyes to the character's face. Maybe that's just how the artist draws hands and fingers generally but it detracts from the picture.
