"atta" may mean "wheat flour" but it is seldom used in that sense. everywhere in india, flour, be it from any grain is called atta. "chaawal ka atta", "gehu ka atta", "bajre ka atta", "makke ka atta"

You don't need a recipe or specific kind of wheat flour to make roti. It's the most basic wheat bread on the planet. Just wheat, water, and salt. Kneaded, rolled out, and cooked on a hot surface.
