If you watch any of the Alice Comedies, you can clearly see that their own character, Julius the Cat, quite literally is just Felix, except being animated by Ub Iwerks. Mickey is an evolution of Felix, 100%.

They never did anything with him. It's easy to blame it on Joe and Don Oriolo, but DreamWorks hasn't exactly been pushing for more Felix, either. Everyone in charge just felt they had better things to do.
