The big thing with both Wally and Kyle (and actually why Miles worked) is that the heroes they replaced died, and even Barry replaced Jay with Jay retiring (technically the same for Alan and Hal). When Hal and Barry came back they did actually overshadow their protégés to the point of irrelevance again.

Miles was fine up until he transferred to the main verse, but since main Peter has always been alive and nobody really became familiar with Miles since people stopped giving a shit about the Ultimate verse, the change was so much more obviously forced and abrupt.

The truth is that the vast majority of "strong" guys in fiction are building level. Occasionally you'll get someone like Asura or Simon that go beyond that, but the most compelling and easy to write fights are going to be wall to building level. All the top tiers in Marvel are about ~human speed with maybe some guys like Spidey or Quicksilver being a few times faster than a normal person but not so fast they can't be just punched out or something. Their top tiers like Thor and Hulk are building level and maybe like planet if the plot really demands it or something. Same goes for DC, too.

It's not bad writing or anything, it's just comicnigs who get upset when Deadpool or Punisher can just kill their entire universe because they're not that strong who need to take a chill pill. It's much more fun to think of Thor or Hercules as just some guy who's pretty strong that I meet on my way to go pick up gyros for dinner or something.
