A lot of it comes down to writer interpretation. Some writers probably think Thor's reputation as a god is overblown and he's just as susceptible to things like electrocution like any other mortal. Some writers probably think the Flash wouldn't have the absurd perception speed to keep up with his movement or he has to manually adjust it.

But Doomsday...all the guy has is raw strength and his evolution thing. And his reputation of literally punching Superman to death.
