Deku on paper is a high IQ genius who studied hundreds of quirks.
In practice he is an unga bunga retard who often resorts to "Punch REALLY hard" as his main winning strategy.
He has a couple of high IQ moments but these are often basic stuff (like him deducing that muscular would weight more if he increases too much his muscle mass, or him using black whip to puppet himself)
This happens because Hori doesn't know how to write power progression outside of "Do thing Harder" that's why most quirk awakenings are just power ups or a sidegrade that ends up being a power up anyways (like Todoroki's quirk)
The show insists on Deku being smart but we as readers never see such intelligence showcased in a practical way (he's not even the top grades on his class)
At best you can say he has high intelligence but low Battle IQ
