He idolizes the villains and monsters that heroes fight, viewing them as underdogs who want to change the status quo. Plot shit happens and he ends up becoming the strongest monster in the world, hellbent on destroying all heroes and terrorizing humanity.
He manages to beat nearly every known hero in the story and threatens to murder a child if none of them can stop him. Then Saitama shows up and fights him.
In the webcomic, Saitama effortlessly wins the battle. Garou bemoans the unfairness of the situation and complains about how close he was to creating world peace by making himself into a universally-hated monster that everyone could unite against. Saitama points out that Garou hasn't killed a single hero and his previous child murder threat was just a bluff. He then forces Garou to confront the truth about himself: that he always wanted to be a hero, but took the easy way out and became a monster instead. As Saitama puts it, "A monster's role is simple. All you had to do was defeat heroes. It's perfect for someone with no confidence like you."
I'm not doing the best job of explaining it, but it's a very kino moment and a thoughtful exploration of Garou's motivations and world view.
In the manga, Garou gets a bullshit deus ex machina powerup and murders all the heroes he beat up earlier. He and Saitama punch for a bit until the former realizes he also accidentally killed the kid he threatened earlier. Garou gets real sad and then teaches Saitama a martial arts technique that lets him travel back in time to prevent everyone's deaths.
It makes about as much sense as it sounds and lacks any trace of the webcomic's depth.
