I saw people saying that they want Shin instead of Ultima. Ultima is literally Shin on crack. They are both on the level of bullshit when it comes to their evolution. Finally, the issue of Breaker Apart was resolved by time travel/tiding-flies and time travel being capable of passing from the 9th Cosmos to the 8th Cosmos seem to suggest that TOBA isn't acausal, since Breaker Apart no longer exists.

I don't think that's exactly true though, I think that there is a range of correctness as far as canonicity goes.
Like typically authors with works where these sorts of combats and displays of feats are abundant have an idea in their heads about how strong a character is relative to other characters within their story.
I say typically because it breaks down a lot harder in multi-author works like comic books. In the Big Two, this sort of power scale consistency falls away a lot more easily because of numerous motivations at play. Editors might be pushing a character currently, so they end up dancing with iconic characters regardless of how strong the characters are meant to be. Or the opposite problem where editorial doesn't really give a shit about a character, so authors have free reign to do whatever they want positively or negatively.
