In-narrative in IDW, the Contructicons suffer from being made into combiners through surgery and experimentation as opposed to the magical enigma of combination that automatically makes any Cybertronians it's exposed to into instant combiners. They're still individual but also exhibit some hivemind-ish traits, and if they don't regularly combine it makes them unstable.

Opposite that, there was Swindle's attempt to turn the Stunticons into combiners, which did physically combine them, but still left them with separate minds that couldn't agree on anything so Menasor wasn't good at anything besides random destruction.

Bay can't even push to at least make the military stuff. In Transformers ROTF, Devastator gets taken down by a railgun on a battleship miles away on the ocean. It is a complete visual disconnect. Deastator is just on a pyramid and gets hit by something coming offscreen. Can't even have the courtesy of having the battleship transform or anything. Yes, budget is a thing, but it's completely unsatisfying as a solution. I'd rather they sacrifice something like all the generic fodder in the last sequence for something like a battleship transformer facing off with Devastator, or evenjust having some TFs airlifting the railgun to set it up against Devastator.

Maybe that's partly why but I think the simplest reason is because of the US military itself. It's well known that when it comes to films that the military has a major impact. When it comes to offering resources including weaponry, vehicles, and personnel in exchange for influcence over the script. It's basically propaganda in showing the power of the military. New plot hooks are brought up in every issue and none are resolved
Sunstreaker has been taken hostage and expirmented on from the beginning and none of the characters do anything to save him and just ignore him
